Record a "later" answer for a plugin on a branch.

Parameters

Parameter	Type	Description
`state`	`OpxState`	The current state.
`shortName`	`string`	The plugin short name.
`branch`	`string`	The branch the answer applies to.
`skipUntilDate`	`string`	The last day, as `YYYY-MM-DD`, to hide the suggestion.

A new state; the input is not changed.
